How KRA calculates duty on a Land Cruiser

Step 1: The customs value (CRSP)

KRA does not use the price you paid at auction. Instead, it uses its Current Retail Selling Price (CRSP) schedule. The CRSP lists a value for each make, model, engine and grade. KRA then applies a depreciation allowance based on the car's age.

Step 2: Import duty

Import duty is charged on the customs value. Vehicles fall under the East African Community Common External Tariff.

Step 3: Excise duty

Excise duty is charged on the customs value plus import duty. The rate depends on engine size and fuel type. Large engines like the V8 attract the highest band. Consequently, a Land Cruiser pays far more excise than a small car.

Step 4: VAT

VAT at 16% is charged on the customs value plus import duty plus excise duty. Because it sits on top of the other taxes, it adds a large amount.

Step 5: IDF and RDL

The Import Declaration Fee (IDF) and Railway Development Levy (RDL) are charged on the customs value. They are smaller, but they still add up on an expensive car.

Why the same V8 can pay different duty

Two LC200s can pay different duty for several reasons. First, the grade. A ZX has a higher CRSP value than a GX-R. Second, the age. Older cars get a bigger depreciation allowance. Third, the engine. Diesel and petrol V8s may sit in different CRSP lines.

Moreover, KRA updates its CRSP schedule from time to time. Therefore, duty on the same car can change between one year and the next.

Shipping and insurance

Ex-Japan vs ex-UK vs ex-South Africa V8

Japan offers the most low-mileage ZX and AX grades. The UK offers diesel V8s with dealer history. Meanwhile, South Africa offers African-spec units and the fastest shipping. Duty depends on the model and year, not the source country.

However, the purchase price and freight differ by market. Therefore, we compare all three for your budget.

Direct import vs buying from a local yard

Local yards have already paid duty and clearing. They then add their margin and stocking costs. In contrast, a direct import passes the duty-paid cost to you without a showroom markup.

Some yards advertise "duty paid" or "locally used" V8s. Locally used means a Kenyan owner has driven the car. Check the logbook, mileage and history carefully. Duty-paid fresh imports have no Kenyan history yet.

Can I clear a V8 myself?

Individuals can clear their own car with a licensed clearing agent. However, the process involves KRA, KPA, the shipping line, KEBS and NTSA. Mistakes or delays lead to storage charges. Consequently, most buyers find it cheaper and easier to use an experienced importer.

A worked example (method only)

Here is how the calculation flows, step by step. First, KRA looks up the CRSP value for the exact Land Cruiser grade. Next, it applies the depreciation allowance for the car's age. That gives the customs value.

Then import duty is added to the customs value. After that, excise duty is charged on the customs value plus import duty. Subsequently, VAT is charged on all three combined. Finally, IDF and RDL are added on the customs value. As a result, each tax builds on the one before it.

Because of this layering, small changes in the CRSP value have a big effect on the total. Therefore, always ask for a quote based on the exact grade, not just "a V8".

How to lower your Land Cruiser import cost

There are honest ways to reduce your landed cost. First, choose the grade carefully. A VX often gives most of the ZX's comfort for less duty. Second, consider a slightly older car within the 8-year window, which benefits from more depreciation.

Third, consider the engine. In some cases, a diesel and a petrol version carry different values. Moreover, shipping by RoRo instead of container saves freight. Finally, clear quickly to avoid storage charges.

However, avoid dishonest shortcuts such as under-declaring the vehicle. KRA verifies vehicles physically, and penalties are severe.

What "duty paid" means in adverts

Some sellers advertise "duty paid" V8s. That means KRA taxes have been settled. However, it does not always include registration or delivery. Similarly, "CIF Mombasa" adverts include shipping but not duty. Consequently, always ask exactly what a price includes.

Questions to ask before you pay

Before you commit to any V8 import, ask a few clear questions. Does the price include every KRA tax? Does it include port charges, clearing and storage? Does it include NTSA registration and plates? Moreover, who pays if KRA revalues the car?
